ASUS Maximus Impact/Dark Rock Pro cooler - Issue with CPU cooler

I just did my first build last night, and have an issue with the CPU cooler. My MB is an Asus Maximus VI Impact, with 4770k and Be Quiet Dark Rock Pro 2 as the cooler.

When booting up, the computer kicked up a warning message of 'PCU Fan error'. When going into the BIOS, the PCU fan was running at 550-580rpm. I set the minimum to 600, and it stayed at this range. I then set it to turbo mode, and it dropped to 425 rpm. I set it back to default and noticed the front fan was spinning whilst the second fan was stationary.

The CPU was a constant 30-33 degrees. Is the second fan only going to kick in when the chip heats up, or do I have a bad cooling unit? I have three other fans wired up, the intake one was running about 1100rpm (2300 fan) and the two outtakes were running about 800rpm each.
