Please help me. Noob problems

I am playing all my games (Skyrim, NBA2k13, Dishonored,AC3, Borderlands 2 etc. etc) on maximum settings and I never had any problems. I always had stable fps. But, when I played GTA IV, I quickly realized that the graphics are not within the level of the games I mostly play. But every time I play the game, it sometimes lags and I don't know why. Is this a problem with my RAM or is it my GPU?

CPU: A10-5800k
GPU: Powercolor 6670HD 1gb ddr3
Ram: Gskill 2x2gb ddr3 1866
Mobo: Asrock extreme4

I've toned the settings from very high to high. It plays in a stable fps but there are times (like driving a car during the night) where it lags where it reaches about 25fps. I really don't get it. I'm currently playing Assassins creed 3 and I am not having any problems even though AC3 is better in the graphics department of a game.
