Overclocking Question about i7 870, stops ramping freq/voltage

Hello,
My question(s) is about overclocking a i7 870. MOBO is a Gigabyte P55A-UD3. I am able to get a clock speed of 3.55GHZ 148x24 (133 is def) on stock voltages and what not (Leaving CPU Voltage Auto, which caps out at 1.18V, HT On, Boost On) In CPU-Z, I can see it works and ran prime to test it, and it's stable plus it still ramps voltage/freq due to loading (From x9 to x24). My question is, when I try to go over 150MHZ on the FB, my cpu will just sit at 3.6GHZ and not ramp down voltage/freq when Idle vs Under load. Sits at x24 Mulitplier at all times. Is this normal? When you reach a certain clock speed, does it just sit there at all times?

After market cooler, with 148MHZ clocked, cores range from 26-31 deg, on stress test from primes cores ran from 50-60 (mainly 55-58 tho) so cooling isn't a issue, just wondering about why it stops ramping voltage/freq with CPU load.
