Monitor and Resolution/Size Questions

I am building a PC for creating games and playing them along with doing school work, this is the current $1000 budget I have in mind to buy http://pcpartpicker.com/p/1zh3J

My question is if I should get the Acer monitor or not, I have a 1440x900 monitor I am using now... if I dont get the Acer monitor i could get a GTX 770 OR I could get a i5 4670k and a small heatsink... should I keep the linked build and buy it or use this 1440x900 monitor for awhile so i can get the other stuff?
also I am not sure which OS I should get, Win. 7 or Win. 8(.1)? I am willing to relearn for Win. 8(.1) I hear a lot of bad stuff about Win.8 and 8.1 so I am not sure...

I'd personally get the decent graphics card (unless you need to do 3d stuff then get the cpu), the monitor will do for now, and you can always upgrade it later :p Plus it'll be cheaper to eventually buy a new monitor instead of buying a graphics card now, then buying a new one later
