Weird FPS Drops

Here is the situation. I was out a couple of days and didn't use my PC for a while. I came back and now weird things are happening - graphics wise. I launched COD Black Ops 2 Multilayer and the game runs terribly. Before, I could max everything out and get a steady 63fps with 1920x1080 resolution. Now I'm lucky to see 40fps and it will constantly drop frames thus making the game unplayable.

Here is what I did. I verified the integrity of game cache, I reinstalled the game, updated GPU drivers and tested the GPU with FurMark getting a score in the 2800+ range.

At this point I'm completely at a loss. Was a new update rolled out the screwed things up? Is my GPU failing? I've also noticed that when launching the web browser it would sometimes show blue dots on top (kind of like a pixel issue) but they disappear upon minimizing.

If anyone knows what the cause could be all help is appreciated.
