Should tf2 be running smoothly on my PC???

So, I have a dell vostro 200 pc. I think it's crap, but I'm really not sure. I run tf2 at 1600x900 resolution with Chris max frames config and get about 4 fps in firefights. Should a dell vostro 200 be doing better?
