Windows aero lag

Whenever I try to move the window around, it lags and i get these weird lines.
Specs: HD 7870 OC Ghz edition 2GB
4x2Gb RAM
amd fx-6300 6 cores 4.4GHz
1080p Monitor.
I have a new build, completely. No temperature problems, temps are pretty low.

Te drivers are up to date, infact there no lag in games. Adding as a footnote, this is not exactly my pc, its my friends, he didnt have an account so im posting here on his behalf.
He states that theres no lag in games such as BF3, etc.

It happens with windows windows (like the explorer windows in the windows OS) as well as with windows like OpenHardwareMonitor and basically, you know, windows.
Ill ask my friend if it happens in any other windows and get back to you.
I was wondering, could this possibly be a CPU issue? My friend assures me hes installed all drivers.

His loads are pretty low, i had him stress his cpu, it lagged more significantly at 100% stress (used heavyload); however, temps refused to go up to more than 42ish.
Again, its an FX6300 with a HyperEVO12 cooler
not sure how it should perform. Think its a CPU problem?

I have a similar problem with Aero performance. It sorted out simply by downgrading Nvidia GPU drivers to an old version that came in the CD(that comes bundled with the GPU)!! :)

My System Config:
FX-6300
Asus Mainboard M5A97-LE-R2.0
Nvidia GT 240 DDR5 @ 1080p
