This is a budget cooler, so for 4.3Ghz I think it might just make it without overheating or throttling the cpu. But I wouldn't go above 71*C (safe temp).
If you want a good cooler for overclocking go for something like a Coolermaster Hyper 212 Evo or a Corsair H80i.
