Need info on this PSU + Card combo

I have a replacement card on the way because I felt that the first one was DOA with the testing that I was able to do. My question is would I be wasting my time and more importantly the manufacturers time on replacements? Can this PSU handle this card?

I will have to stick with the i-3 for now, the card is out for delivery today, I seriously doubt two DOA cards in a row, so if it acts the same, I will buy that recommended PSU, maybe the 650 watt version just in case.

Ok the "replacement" card is in, the bar code sticker seems the same and I'm getting the same 4 short beeps from the mobo, and then 1 or 2 long beeps before it goes black and I have to force a shut down, it leaves me at the HP startup screen with the "Hit Escape for Setup"

But I cannot press anything at that stage, escape doesn't work, nothing.

So will that XFX ATX 550 Power Supply run this set up? I mean I find it extremely frustrating my 750 won't run this card, but a 550 will. Can you verify that psu before I drop another 100 bucks?

Note it requires one 4 pin ATX connector, will that psu cover all the bases?
