Is now a bad time to upgrade?

I have been reading around the internet the last couple weeks and everyone is saying that a new generation of AMD videocards on 20nm are going to be released in October making the 7xx series obsolete. I have also read that because of the ps4, graphics cards will start being made with a minimum 5gb of VRAM to keep up with the ps4's 8gb of gddr5.

So I am wondering if I should go ahead and dump 1000 dollars into a new build now, or should I wait until the ps4 is released and the new Hawaii AMD cards are released?

Even with the release of the 9xxx cards it's take a couple of months for prices and supply to realign, so don't expect any sudden price drops shortly after their release, we're only now seeing significant discounting on the Nvidia 6xx series for example and AMD seem to be discounting the 7xxx series already, possibly to clear space for the 9xxx cards later.
And remember this young Jedi: There will ALWAYS be something better/faster/cheaper tomorrow.
Go for the upgrade.

I'm coming from a pretty old setup btw. Currently I have a E8400 Wolfdale 3.0 ghz cpu and a 9800gtx+
