Is this normal MB ~ CPU Temps

Here's my current setup:

I7-4770K OC to 4.5Ghz @ 1.175V
I have a h100I with fans pulling air from the top of the radiator out of the case

1x AF120 fan in rear as intake
2x AF120 in front as intake
1x AF120 on bottom as intake

all AF fans are connected to mobo header and controlled via Asus MB. All AF's are quiet editions. Oh and the H100i is using SP120 Quiets.

The bottom fan seems to spin very little if at all during no loads. I tried turning the rear as exhaust, but my cpu temps went up 5-6C during loads so switched it back for now.

My idle temps are around 35-38C, and loads are around 50C (maxing at 75C @ 100%)

However, one thing that still baffles me is the MB temps are registering at 36-39C. Is this right? All the AF120 fans seem to be running around the 350RPM mark when controlled by the motherboard. If I crank them to full 1150RPM's, MB temps can go as low as maybe 31-34C. I'm shooting for a very quiet system overall. Sadly at 1150RPM, they're very noticable (especially with 4 AF's running) :(

Is there a way I can change my layout to improve heat flow without jacking my CPU temps? I tried reversing the rear case fan, but I hit some of my highest cpu and case temps at that point.

Case is a Corsair C70 if anyone cares.
