Fan at 100% bad

Solution
well, not really, obviously it will shorten the lifespan of ur fan by abit, but by the time it acttualy breaks, ur gpu would be worth as much as a brick.

with that being said, i would set it to 95% , just so it wont be pushed to the max, doubt there would be any diffrence in temps between 95 and 100%

Theres little reason for it to be that high, unless you are running some stupid high voltage targeting a massive Mhz boost you'll never generate enough heat to actually need 100%.

But anyways, no its not bad. I wouldn't idle it at 100% though, running it 24/7 at high RPM isn't good, but for a few hours a day gaming yea, fine.
