usb 3.0 speed win8 vs win7

I purchased a asus desktop with win8 and installed win7 with a clean copy. The speed of the usb 3.0 port went from 90-100 mbps on win8 to 28-32 mbps. What caused this? How can I get the speed back?

Yes I installed the driver and unfortunately the medical software I am running requires windows 7 32 bit. I tried it on windows 8 and it is not supported. Not sure why there is a drop in speed on the port.
