CPU Optional Fan idles at 1800 RPM

I don't know why board manufacturers do that. No provision for speed control on the aux CPU fan. And on a high end board! Your only option is to plug it into one of the sys fan headers that may have control, or to add a fan controller. Or leave it off if it is not needed.

I feared this would happen. Luckily my case came with a fan controller so I'll connect it to that.
