Loud CPU cooler, is it running on to much RPM?

Hello everyone i have had my system (built by me and my uncle) for around 2 months, as soon as i got it my family ponted out that it made a bit to much noise, and after a whyle i started to agree, altough this isnt really an issue for me since i have Headphones at 90% of the time, a late night the fan is really noise.
I reported this to my uncle, and he said that maybe the Cooler is defected and runs at full speed even when not needed, so after a week or so i finnaly checked the bios and it says that the CPU fan is at 3900~4400 RPM, wich compared to the Case fan (1500rpm) Seems a lot.
I dont really know much about the fan speeds and what is a safe RPM to lower it, so i dont lose much performance (overheat increasing) and it makes less noise.

Here is my complete build:
AMD FX-8350, 212 evo CM cooler
Asus gtx650ti boost
16gm ram kingston
1TB HDD (dont really know the brand)
128 kingston SSD
Halfman 800w modular
Asus m5a97 r2.0

Does anyone have any opinions if there is indeed a defectiv cooler, or any smiliar options, would love to hear some sugestions.

3900-4400 RPM is definitely waaaayyy too much. What is the temperatures of your CPU? You could maybe setup a custom fan profile but it could also be because of bad mounting of the cooler.

The cpu temp is usualy 40~45 (ive heard that good temps are usually 15 20+ over the room temperature and ive had hot days here in portugal 30º+.
The GPU never goes over 30º even in load

That is normal for the FX Series. I had that problem with my 8320, the stock cooler is just terrible. A few days ago I bought the Hyper 212 EVO and it is pretty much as quiet as a case fan.

I dont not have the stock cooler, i am preety sure it is a one of the cooler master coolers :)

Well embarasing it seems i did not switch coolers, and i do have the stcok cooler :lol: 
I ordered a CM 212 evo, and should be fine.
