Hi, I have a HP Pavilion dv2000 .
These are the current specs.
AMD Turion 64 Core Duo
1.5GB Ram
Nvidia Geforce Go6150 256MB
Can i run GTA IV with these Specs?

As mentioned above:
CPU - Little slow but maybe.
Ram - May be able to but I doubt it.
GPU - No chance even with everything turned off.

AMD Turion 64 Core Duo ==> you mean amd turion 64 : dual core but probably 1.8 ghz: not meeting minimum requirements (at least athlon cpu needed)
Nvidia Geforce Go6150 256MB ==> video card not meeting minimum requirements

so it's no!
Keeep in mind that even with mimimum the game lags.

I have core i5 @ 4.2 with geforce 660 and I can play ok @ 1280 X 1024 on medium and I get spike lag because the game was poorly coded

There nothing you can do to that laptop that will make it playable. It's old and not meant for gaming even when it was new it couldn't play much games.
