System posts, no fans spin

I just finished putting together a new machine. Upon power up, the system posts, but no fans connected to the motherboard ever spin, including the CPU fan! I've tried waiting to see if the fan would start spinning as the CPU temp increased, but it doesn't seem to. The motherboard doesn't have a dedicated CPU fan slot, just 5 4-pin fan headers, and none of them power either of the fans at my disposal.

The motherboard is a TYAN S7002, and the only components plugged in are a stick of RAM, the CPU, a 430W PSU, and the fan, which works on another system, but just to be sure, I've tried other working fans on this system with the same result.

As I said, the system posts and all of the I/O devices are found.

Is this a very strange BIOS setting, a weird jumper setting, or does the MoBo need to be replaced?

Actually, after more testing, it turns out the four of the five fan headers don't power any fans, but one of them does. Is this indicative of other problems, or can I just use the one good header (and connect others fans to the PSU) and be fine?
