not sure if i want to have 2 way SLI or just stick with one gtx 760 . so does two way SLI drastically improve graphical performance ?
I know 2 way will need alot more wattage and ventalation.

One GTX 760 is enough for gaming. You will get decent FPS, and all modern day games will run just fine.

From the above link ..... all depends what are ya expectations are ... are you happy with 30, then one will do ..... if ya not, then ya need to either turn down settings or get another

One 760 gets 30 fps in Metro 2033.... 2 gets 56 fps
One 760 gets 30 fps in Crysis 3.... 2 gets 52 fps

Just give it a second thought, will you see any difference between 30 FPS and 60 FPS, I think you will not, cause simply a human eye can't catch the difference between 30 FPS and 60 FPS. And a single GTX 760 will give you around 40-50FPS in any game.

BTW what is the make/model of PSU ?

Havn't heard this one before. Just heard it saying that the human eye can't detect the difference with
and 60 and 120 fps.

I am here to say that YOU CAN detect the difference between 30 fps and 60fps. 60 is so much more stable. When I played BF3 on console COD felt a lot smoother just because it ran at a higher frame rate.
