As you see in my title, my problem lays in the screen being too far to the left. I have a black bar on the right side and everything on the far left (start button mainly) is cut off from view. This is a brand new CP, I just built it, so I have no programs on it other than the OS. I have also gone to the monitor settings and moved it as far as I could to the right. (It's at 100%) But there is still a black bar on the right and the left remains cut off. How do I fix this??

I assume you are using an LCD monitor. Use the AUTO function to adjust the display. You can also set the refresh rate to something higher than 60 and see if that helps. You may have to install the monitor drivers before Windows lets you select anything higher than 60. If those don't work, try another monitor on the new PC or vice versa and if it's a monitor problem or videocard problem.
