Would like to Stream Gameplay, Need to Upgrade PC

Hello, this is my first time posting on this forum and looking for advice on upgrading my PC, so I apologize if I don't provide enough information or if this is not the proper place for this question, but here we go:

I am an avid League of Legends player. I own an HP Pavilion p7-1254 Desktop; it has not been upgraded at all. I would love to be able to stream gameplay footage and other such things, but my FPS drops and ping rises every time I try to stream.

Basically, I am wondering if there are any recommendations on what I can do to upgrade my PC's performance to allow me to stream my gameplay footage. I have heard that the PSU for this PC is not exactly exceptional. I have also heard that graphics updates are a good idea for this particular PC as well. My budget is not particularly high, but I am interested in multiple options, if available. Does anyone have any recommendations on what I can do to improve my PC's performance and possibly make streaming a more realistic possibility for me? Any help would be greatly appreciated. I would also be happy to provide any additional information, if necessary.

(The following portion is more of an inquiry than a request, but any help with the other problem I am experiencing with this computer would be extremely helpful as well)

Currently, my PC is also having some trouble with internet connectivity. I am unsure whether this is tied to a hardware issue, software issue, or something else entirely, but I do know that my PC has been experiencing extremely poor internet connection speeds. I have an AT&T wireless internet connection. I have used speedtest.com to test my connection, and the speed is extremely unreliable. Load times for websites range from instantaneous to minutes at a time. There are two other computers I have tested on this network (Both laptops) and they experience no lapses in connection speed. My signal strength constantly shows as Excellent, regardless of how poor the speed is on the PC at any given point in time.

Of course, I am happy to provide additional information where needed, such as the results of the speedtest.com tests.

Having an FM1 motherboard a CPU upgrade is not going to be worth while and on a low budget a new board and CPU is likely out of the question. A dedicated graphics card is a good idea like a Radeon 7750 anything much higher will be to limited by the CPU.
