problem with saphire 7870 OC

hi all, first of all sorry if i commit a grammar mistake but mi english is only average (i'm a student from a non-english country).
2 days ago i moved from my house to another apartment cause i'm studying on another city, but when i turned on the pc on the other p`lace i noticed that my pc lagged a bit with the games ( i thought was the internet conection) but when i tried to play on a local game (battlefield 3) i notice that was the graphic card, i have a amd HD 7870 oc version (sapphire).
when i opened the catalyst control center, i noticed that the graphic card was running only at 300 mhz ( i read on this forum and saw that this is the 2D mode speed of the clock).
i have allready unistalled all drivers and instaled it again from AMD page and also cleaned my pc with cCleaner.

Try reclocking it using MSI afterburner?

Try auto-tuning it by catalyst auto-tuner. Wait for about 15-20minutes and then check what settings it configured for your card. Then try running one game and see, if there will be some problems like black screen, or freeze, try turning the setting down a bit, unless it don't reveals any issues. If it doesn't help, i think it's a center problem. Try reinstalling catalyst control center completely with it's drivers.

i have the core voltage control setting activated in the menu but i don't know why the program didn't let me switch the voltage here you can see:

i have allready unistalled, used the ccleaner to clear the entire pc and reinstaled last drivers from AMD webpage and still didn't working.
i'm gonna format the entire pc (i have 1 hdd to only programs and other to data so i can save all the important data) for exclude all the software problems.
but i'm still open to new answers ebcause if the problem comes back
