Game lagging but GPU and CPU aren't at 100%?

In Tera, I get only 18-22 fps on highest settings in some areas. However when I check my CPU and GPU usage, I'm at around 50% for my CPU and 25% on my GPU. What gives?

Specs

I3-3245
Radeon HD 7950
Samsung 840 120GB SSD
2x4 GB 1600 Mhz DDR3 RAM

Is the load on your CPU spread out fairly evenly or is it mainly one core that is doing most of the work? Are your graphics drivers and the game up to date? Is this a laptop? If so make sure you are on high performance mode.
