Asus U3S6 PCI-E Card Problems

I recently installed one of these in my PC in a PCI-E 2.0 x4 slot. I have an Asus P7P55D-E mobo with 2 SATA III and 2 USB 3.0 ports, but since I can only be in either mode at any given time, I got the Asus U3S6.

At first, I plugged in my Samsung 840 120GB SSD into one of the ports on the add-on card and it was recognized, although ran only at 215MB/s read (roughly the same speed as SATA III mode on my mobo). I know this SSD model is capable of speeds up to 400MB/s, since I tested another one on a different PC. So someone advised to update my BIOS, which I did (I didn't reset CMOS or anything in the process though).

Afterwards, the SSD wouldn't boot when connected to the add-on card, so I unplugged it and plugged it back into the mobo's SATA III port. Windows was able to boot, and I reinstalled the add-on card SATA III and USB 3.0 drivers, then shut down. I then plugged the SSD cable back into the add-on card port. When I powered on again, the same thing happened. The SSD wouldn't boot. So I plugged it back into the mobo again and now I'm in Windows.

My question is how do I get my SSD to work again when plugged into the card? And how can I get the 400MB/s read speed with the card? Or is it impossible due to possibly false advertising by Asus?

Also, I've noticed that the second USB 3.0 port on the add-on card sometimes drops the hdd I have connected to it. I know because Autoplay pops up, indicating that the drive disconnected. Oddly enough, the same thing happens on the second USB 3.0 port on my mobo's back panel. So I'm wondering if it's a driver issue?

I've managed to get the SSD to boot when connected to the card, but it only seems to give me 1x speed (250MB/s max read). Here are a few screenshots from HWINFO for reference:

The 2nd pic says the Maximum Link Width is 1x, but the 4th pic says it is 4x. What does this mean?
