Crawling Internet, Brand New Computer.

Hi all.
I recently purchased a Toshiba Satellite C50-A02-V running Windows 8 Home Edition.

I've never really had the fastest internet, but its always been alright for what I used it for... untill i purchased this computer. Suffice it to say the internet is... a little below sub par.
Heres some speedtest results...
Download - 0.72 Mbs
Upload - 0.66 Mbs
Ping - 44ms

My phone, My sisters Laptop running windows 7, even my old 2006 IBM running Linux all are getting speedtests with Download speeds of at least 5-6Mbps from the same router. Every computer has these speeds... but not this one.
Here I am, brand new computer in hand, with memories of dialup floating through my head.

I've been on message boards trying to find an answer to this for hours. I've changed the Wireless settings to not turn off the Wifi.
I've checked Toshiba's Website, Uninstalled the old driver, downloaded the latest WLAN driver, and installed it multiple times.
I have no bloatware, and Task Manager shows no Network usage from anything other than Chrome.
I've disable the firewall too, to see if that is the problem, and there's no torrents or security running either.

Basicaly I have no idea what to do.

Now the weird thing is if I turn the computer on, or disconnect and reconnect and do a speedtest right away, I'm getting a fast Ping and a download of 5 Mbps instead of the 0.6...

Any Help or ideas on what to do?

Task Manager/Processes for Network is currently sitting at 0%..
Only thing is Chrome using .01 as I write this.
 

Odd. Try Safe Mode with Networking. Restart your PC whilst holding down the Shift key, Troubleshooting and Advanced Options, Startup Settings, Restart and choose option 5. If connect speed is normal in Safe Mode, use Clean Boot to identify the culprit.

Ran the Scan, said it had verified everything, Rebooted, Still nothing.

Okay, So I just Ran a speed test at my School... Fast Fast Fast.
So, I'm even MORE confused now, as its NOT solely my computer, but for some reason my Router and Computer aren't getting along together.
I'm certain its not my ISP, only because all the other devices are getting normal speeds... Any other hints as to what might be causing this problem?

 

There are some smart guys in the Network forum, I'll try to get this thread transferred...
