GPU temperature 95C when IDLE

I've been having an issue with my PC, whenever I game, or have a second monitor plugged in, my monitors will lose signal, and the audio will freeze. I wasn't sure what exactly it was. I bought a new PSU, but that didn't fix it. I went through and sprayed every part with Electronics Duster. Applied new thermal paste to the GPU. I downloaded Speedfan and it's telling me that my GPU temp is 75C idle, with one monitor plugged in, by HDMI cable, and 95, with one HDMI, and one by DVI cable. With both monitors, it loses signal, but the PC stays on.

Did I miss something? I'm gonna try removing the thermal paste, and reapplying, but if that does not work, would it be best to just buy a new Graphics Card?

OS: Windows 7 Home Premium 64-bit
Memory: 2 4Gb sticks
2TB Hard Drive
Graphics: NVIDIA GeForce GTX 550 Ti
Motherboard: Gigabyte Z68AP-D3
PSU: Corsair CX600 (BRAND NEW)

It runs at 64c even when I don't plug my monitor in through the GPU, and use my on board graphics.

And Nvidia System Monitor says the same thing. As of right now, I am running Speedfan, Nvidia System Monitor, and Firefox, and getting 64C on my graphics card.
