I7-950 Temps!!! Please help

so my cousin does have an I7-950 with a GTX 650ti 1gb version (not OC ed) and an intel DX58SO board. the problem is the cpu temps, it reaches 90 degrees in full load and 55-60 degrees in idle and i know that it is not normal.

there are 3 possible culprit. first the case, the cooler (it is a stock cooler and i've already tried replacing the thermal paste but no luck) and the last one in which i was very worried, the Acbel RC II power 500w (12V rails capable of supplying 408W of power).

the PSU is 80+ bronze certified and the label says that it has 3 12V rail with 18A each but the power output for those rails is only 408W only according to the label so i assumed that it has only 34A in total.

could someone please confirm which is the culprit for the high temps and if a bad PSU can make the temps high. FYI, the GPU temps ranges from 45-60 degrees only.
