best silent fans

I need to replace the fans in my haf xm (windowed version) with silent fans. I also need to replace my hyper 212 evo's fan.
I am looking for silence and cooling here, as well as a fan controller.
I would need:
One 120mm fan
Three 200mm fans
and one 120mm fan for my hyper 212 evo.

any suggestions?

Noctua fans or Corsair fans for silence in the 120mm flavor. Don't know where to get silent 200mm fans.

A thought on the 200mm fans is you could get some cables made by Bit Fenix that will take them down to 7V.

I can vouch for the Noctua fans personally, I have some of the 120mms. Nice thing about the Noctua fans is they include 7V and 5V resistors so you don't need a fan controller. Noctua fans are so quiet at full blast though I would just run them at that.
