I'm sure I fastened all cables correctly, and referenced multiple user guides for each individual part, and my new computer is not going into BIOS at all. It's an MSI Z87-G45 mobo with a Rosewill Capstone 750w PSU, 2x Corsair 8GB RAM. Fresh pieces, all of it, so there's not even an operating system on the hard drive, which still wouldn't affect the ability to go into BIOS.

If there's other information needed I'd be more than happy to give it.

Solution
Make sure CPU is seated correctly, I fixed a friends "new" build, with an FX6100 where the CPU was not seated into the mobo at all with the heatsink on it haha. After that its really plug and play with each of the mem modules etc, and try to figure out where the problem is, chances are something isnt plugged in correctly or one of your mem sticks is dead

The ram sticks are brand new, but I'll check that CPU and check all of my cabling a fourth time. There isn't even any beep when the computer powers on but everything does power up.

Just because they are brand new doesnt mean they couldnt be faulty or dead. It happens often, not every piece of hardware can be tested when produced in such a large quantity, so if it does happen to be one of your RAM sticks, return them for another set
