What is the connection?

So I play games such as Planetary Annihilation, War Thunder, Minecraft, Rome Total War etc -

Every time during gameplay my FPS randomly drops to 0 FPS for few seconds, then back to average of 50-60 FPS.

However I use - MSI Kombustor and I have done many Stress test on my video card and it does not drop any FPS or the load in general at all.

I maintain a 50c temp and 99% load or fps wise, about 17-150 FPS depending on the test I am doing.

So, I am wondering what is the connection of why the load drops randomly then back up but not during the stress tests.

(Notebook Toshiba Qosmio X775)
6GB memory
Intel Duel core 2.4Ghz i5-2430M
Windows 7 64bit
Service Pack 1 (I was thinking about getting service pack 2 if I could)

You wouldnt necessarily see frame lag from your connection, in games like warthunder if its maxed out during some explosions you will see some frame drops depending on system, and mostly your CPU from the looks, on the other hand total war seems to be an amazing cpu hog once youre a few turns into a game
