PCIEX16_1 not working but PCIEX16_2 work

I recently want to upgrade my computer and bought a Galaxy GTX650 GC -1 GB. My board is an ASUS P8H61-M PRO. When I install the card in blue PCIE slot(PCIEX16_1), no signal is detected and thus can't enter windows. However, when I put it in the black PCIE slot (PCIEX16_2), it works. I can even install the driver in windows.

What I am sure is my power supply has enough power(Antec NEO-ECO 520C) and my new card can function normally (already tested on a friend's computer).

Does anyone know how I can make the PCIEX16_1 slot work? thank you!

One of the slots runs at X16 speed the other X1. I am presuming the card is now running in the black slot at X1 speed. The only thing I can think of is setting PCIe or PEG as primary video in BIOS/uefi and try the slot again, if that does not work the slot is bad and you need to RMA the board.

I have already tried setting PCIE in BIOS but still no good news.

Thanks for replying.
Just tried to plug in my friend's display card (gigybate NVIDIA Geforce GTX560Ti) to the blue pciex16_1 slot, it works.
Very weird. It seems that the slot is not faulty nor the new card but when two things are put together, they simply can't work. Does it have to do with the problem of PCIE 3.0 and 2.0? I know the new card is PCIE 3.0 and my board supports 2.0 only?

It should not be a problem since the std is backwards compatible. See though if there is BIOS update for your board.

forgot to say i have already updated BIOS to the latest one already.
I have also tried various things like clearing CMOS. But it still the same. It is driving me crazy!
Anyway. Thank you for your suggestions.
