My PC Wont Shut Down! - Windows 7 64BIT

Hi, My name is Kevin... I have a problem with my computer at the moment...
Ill tell you what I know from this...

Specs:
My PC has Windows 7 Home Premium, It is an ADVENT (OEM) which explains why I did not ask this on Microsoft's live help. My Processor is an Celeron(R) Dual-Core CPU T3500 @2.10GHz 2.09Ghz. Ram: 4GB. System Type 64BIT. My service pack is 6.1.7601 Service Pack 1 Build 7601.

Problem:
When I shutdown my PC it will log-off and then it will go to shutdown screen, it will stay stuck there and after a long while it will reboot. To actually shut it down i have to turn it off from the wall. I have tried a lot of techniques (some I did not understand) but if i try shut it down on safe-mode it will shutdown regularly!

If it shutdowns fine from Safe Mode then that's a good sign. Do you remember doing anything on your computer right before this started happening? Any new software, hardware, updated/added drivers?

I do not have external storage devices... I have flash drives e.t.c and a wireless mouse but i always used them nothing ever happened.
I don't remember installing anything but for a mobile broadband dongle software (which i deleted) and i also deleted McAfee after this error came... Oh and I also installed a program called Search and Destroy (spybot) but i am not sure if it was before or after this was happening.
