Probably the 7970 is the closest to the 760 (depending on the cards exact specs, I suppose). I'm an nvidia guy, so of course I'm going to say I like nvidia better if it's just a preference issue. However, AMD cards tend to have excellent performance/price in the under $200 sector especially; and of course also have excellent high end offerings as well. I'd go with the 760, a little less pricey than it's counter part after a quick glance.

AMD CPU system doesn't necessarily make a difference, unless you like consistency in your components :)

Cheers!

What are important factors in determining which to go with? I plan plan to OC or have one that OC'S. Is there a real noticeable difference or is it bench mark bragging rights? I game and use for streaming videos as my Media Center.

As always, it often varies by game. What games do you play? The difference is going to be in the fps, both cards will run most games on high really well. I personally wouldn't pay for 6-8 more fps, but some people would. If you're a casual gamer like myself, 45fps compared to 53fps isn't a big deal.
