I've bought a new main and CPU today. The retailer tested it at the store and after that I uninstalled fan from CPU to carry it easier but I forgot about the stock thermal paste on the cooler. After about 3 hours I reinstalled the fan. Just some thinner parts of paste were dried. Is it necessary to buy a new thermal paste?

Anytime you take the cooler off, you should clean off the paste and apply new paste. This helps avoid dirt(dust) and air pockets gattin into the thermal paste leading to higher temps.
I would replace the thermal paste just to be safe.
