ASUS P8Z77-V Pro Boot Device LED and Beep Codes?

I am having trouble getting my new computer to make it to BIOS.

My set up is:
Motherboard - ASUS P8Z77-V Pro with an upgradet BIOS chip in order to work with my CPU
CPU- Intel i5 Ivy Bridge 3570K with included heatsink fan.
RAM - One or two PNY 4GB DDR3 Ram chips
Graphics Card - GeForce GTX 560 Ti
Hard Drive - OCZ Vertex 2 SATA II 2.5 SSD

So basically I have been working on this computer for quite awhile and still can't get it to POST. I made progress about three weeks ago when I found out that the Motherboards current BIOS was not decent enough to handle the CPU, so I bought a flash chip online and have made some progress, but still not enough.

After replacing the BIOS chip the motherboard cycles through the POST but gets stuck on two separate LEDs and makes two separate beeps, then turns off. It continues to cycle on and off indefinitely and only stays on for like 15 seconds.

So, when I flip the switch the motherboard powers on and cycles through CPU_LED and DRAM_LED just fine. Then it lights up VGA_LED for about one second and makes one short, high pitched beep, then turns off. Then it lights up BOOT_DEVICE_LED, which stays on for like 5-6 seconds, beeps one short, low pitched beep (or not at all), and then the whole thing turns off. Only to turn on again on its own and do the whole thing over again. Nothing ever shows up on my monitor and the keyboard does nothing whatsoever.

I should probably mention that I do not have any components placed in the tower, and that I have breadboarded the MB to test both the CPU and RAM and they both check out just fine.

Can anyone shed some light on this situation? I am at a loss at what to do next and have more questions than answers. Do I need to have a DVD drive plugged in as well? Does the hard drive need to have an operating system installed before I can even reach the BIOS? Is there something wrong with the graphics card or the hard drive? They are both brand spanking new. Any help anyone could provide would be very much appreciated.

With only the CPU and fan installed the DRAM_LED stays lit and I get one long beep followed by three short beeps. It does this three times and then cycles off.
 
I think it should be 1 long and 2 short, but not important at this stage.
Try inserting single RAM stick, make a bootable USB drive and use a USB 2.0 port, connect keyboard, mouse, monitor to VGA or DVI and test.
If still the same, I suggest borrowing a different RAM module and testing.

Thanks for your help so far. So with the RAM and a Bootable USB drive (created from Rufus) the motherboard still cycles on and off. It beeps once when it lights up the VGA_LED and then the BOOTABLE_DEVICE_LED stays on until the motherboard shuts itself off. I should mention that for about one second, the monitor shows the ASUS logo before the motherboard shuts off. So... Progress!?

Update: I also have tried using a completely different RAM with the exact same results.
 
Then it looks like a heating issue. Try reinstalling the CPU cooler. Clean the old thermal paste and reapply new one. Use the middle dot method (check on youtube for how to). What CPU cooler using?
If still the same, after the process, then it might be a power supply issue. But try firstly reinstalling the CPU cooler. Make sure there's no plastic tape (for protection) on the cooler heatsink. You can also use the stock one (if available) for testing.

Well I cleaned off the old paste and added some new stuff but that didn't seem to help any unfortunately. This is also the second power supply I have gone through trying to get this machine to work. Any other ideas? Thanks again for all your help.
