is my motherboard short circuited?

i have a gigabyte ma770t-ud3p rev 1.0 motherboard and when i first turned it on it just stayed at the splash screen, when i pressed a button on my keyboard it wouldn't work. But if i started it up and pressed the tab button immediately (to post screen) it would work but only identify my ram and processor it would just stay there even though im pressing certain buttons. I noticed alot of people said to "clear cmos" but had a blue thing they put on certain pins, i didn't know which pins those where so i read you could instead short the pins with a screwdriver (also to throw in there i took out the battery for a minute). After i did that the cpu fan and graphics card stopped working (only worked when i barely put it in there). Is there a way to fix this and did i really short circuit it? what should i do? please help
