I'm looking for a game with an open world environment that you can truly choose to do anything in. Like there's absolutely no quests that you must finish to unlock a certain part of the world or be able to do something. Everything is just up to you to explore and do what you want.

Is there such a game?

The most modern open world game I can think of for PC is Elder Scrolls Skyrim. I couldn't get into it, but I know there are lot of mods and I'm sure there are a few that you could use to free roam the entire world if you aren't interested in playing the game.

Minecraft or Cube World might fit the bill. I can't remember if GTA IV made you complete quests to get to the next area or not.

It's too bad Red Dead Redemption never got a PC port.

Skyrim is about as open world as you can get. It's only singleplayer, but pretty sweet nonetheless. Elder Scrolls Online will be out soon if you like skyrim but crave multiplayer.
