Will 1866 ram work on a 1600 mobo?

1. Can i buy 1866 ram and run it on a motherboard that only supports 1600 ram and can't oc to 1866?

2. If I bought a mobo that can oc to 1866 and oc will the parts not last as long?

Yes the RAM will work but you'll only be able to run it at 1600mhz. While running RAM at a lower speed will prolong its life, if the RAM is rated to run at 1866mhz then it'll still last longer than you need it. Almost all RAM has a life time warranty, bar a faulty piece, it shows you how confident the manufacturers are with its lifespan.
