My pc sometimes does reboot instead of shutdown

I built a new haswell system recently:

Core i5 4670K
Asus Z87-K Socket 1150
Corsair 16GB DDR3 1866MHz Vengeance Pro (recommended for haswell)
Corsair Gaming Series 2013 Edition 700 Watt PSU (recommended for haswell)
Samsung 128GB 840 Pro SSD
2TB and 3TB hard drives
MSI 7870 2GB Twin Frozr graphics card

usb logitech G5 mouse, ps2 keyboard, DVI monitor, 3.5mm speakers, nothing else plugged in (no USB3.0 devices) it's on windows 7 ultimate

The problem:
Frequently when i click 'shutdown' the pc goes off like normal, but then comes back on again immediately.
it seems more like a shutdown and boot up again, than an actual reboot (the light on the keyboard and mouse goes off, the monitor goes to standby, but then it all flicks on again and starts booting)

it boots up fast, and then i click shutdown again, and it does it again. after a few shutdowns, it will usually actually shut down for good.

sometimes it shuts down properly on the first attempt

sometimes i think it has shutdown, but really its just gone into some deep slumber powersaving mode that i can't hear the fans or wake it, and i have to press the powerbutton for 5 sec to power off, then i can boot normally

Things I've tried:
-I turned the motherboard connectors for the power switch and reset switch over (upside down), so they connect to opposite pins, incase there was an always-on or something, though it never happened with any of the previous motherboards in this case

-I checked and turned off all the options for 'wake on lan' type things i could find in BIOS and in My Computer

-I checked Device Manager to see if i had any ACPI notifications, there were none

-HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\PowerdownAfterShutdown is set to '0'

Please help!
Many thanks

I made the registry change in Win 8.1 and got four straight clean shutdowns with the value set at 1, but then there were two straight restarts. So I set it back to 0, had a good shutdown for the night, but the next morning a restart occured.

A google search on the registry entry finds that this was a common problem in Win 7. There's a good exchange of different causes and ways people solved it at http://social.technet.microsoft.com/...w7itprogeneral.
