Odd Memory Query

I just upgraded an older 2 core Celeron machine with XPSP3 installed to 4 Gb RAM. The system data says it has 3.18 Gb RAM. When it had 2Gb, it only reported 1.something. As a fluke I checked this Acer laptop that has 4Gb RAM and found it only reports about 2.7 Gb RAM. Assuming this is normal, I'm wondering why this is so.

Okay... that makes sense. Yes, 32 bit XP. It's a G41T-M5 MoBo, so I don't see it as my ultimate machine, but I'll be installing a 2Gb PCI Express x16 graphics card Monday. What can I realistically expect in this, assuming I'll probably hook up 2 monitors using each independently?

Dr of physics or not, I have to run on a budget. Probably will this winter, still, isn't the G41T only capable of 32 bit? Either way, I'll be getting a 2Tb HDD in November 1st.
