My core speed drops down to 800MHz

I have the haswell 4670k processor, and an asus z87-pro motherboard. It comes stock at 3.4GHz, and i overclocked it to 4.2. When i check CPU-z i notice that it drops down to 800MHz when not doing anything. Shouldn't it not go below the stock 3.4? And is there something in the UEFI that i can turn off to stop it from doing this? Once i give the computer something to do it jumps back up to the 4.2, im just not sure if dropping that low is bad or not.

I believe that is due to the Intel "Speed Step Technology". You can disable it in the BIOS if it really bothers you, but I would just leave it there.
