Computer wont boot makes a fast clicking

I recently upgraded my Dell Inspiron 620 with a new PSU Corsair cx500w and a EVGA GTX 650 GPU.
The problem started when a few days after the upgrades. I came to turn on my PC and nothing happened only a faint clicking noise coming from inside.
I tried disconnecting all components one by one but still no luck with the PSU starting.
After putting it back together it started.
So thinking I had a faulty PSU i took it back and got a replacement only to find the new PSU does the same thing.
Could it be a problem with my motherboard?
Please help!

Yep. Didn't know what your configuration was on that. Take one stick out, then try it. If it doesn't work, then try it in the other slot. If it works, then then try the other stick. If it doesn't work, then you have a bad memory stick. If they is the case, I would recommend buying a matched pair of sticks to replace them with.
First, the CX series of PSU is nit a very good quality of PSU. Corsair makes much better ones. The clicking could be coming from the PSU or Hdd. Can't think of any place else. With the GTX 650 Video card, I'm wnondering if you have enough power supply. Wattage wise I think you are fine, but not sure of the rail.

the clicking still occurs with the GPU and HDD disconnected. Should I take the PSU back and get a different brand?

Clicking still occurs with HDD disconnected, and nope cant get into BIOS

Could it be a motherboard problem?
 
Okay, recheck the 24 Pin ATX connector on the Motherboard and make sure it is snug ( the clip shoukld be engaged ). also check the 4/8 pin CPU power connector ( black & yellow wires and should be near the CPU ) for the same thing.

motherboard connection is snug clip is engaged and the 4 pin CPU is the same
 
Dell used to have a propriatary PSU. I have known of people going off the shelf with a standard atx PSU and end up frying their MOBO. Probably not the case here, as I think the 620 came out after they went standard on those things. Don't know how old the Computer is, but depending on the age the Motherboard could be an issue.

Bought the computer two years ago in october and planning on getting a new motherboard anyway so it would not be a major problem if it was the mobo
 


Okay, with the cover off, hit the start button and pay close attention to the CPU fan. If that thing is dying or dead, there is a posiibilty that the heat of the CPU will be enough to prevent posting, but not shutting down completely. That is the only other thing I can think off that make cause the clicking ( it almost has to be mechanical ).

okay the computer finally started, i put it all back together but swapped the which slots each RAM stick was in and it booted, all is fine now but im sure it will happen again once the PC is turned off again.
 


 
That could make a difference. On this motherborad, the slots are shown as A1, B1, A2, & B2. If you are using two sticks, they muct be put into slots A2 & B2 ( they are the same color). If you add second matching pair, then they would go in A1 & B1. Some have the same color slots next to each other, but the thing is, when using two sticks, they will go into the same color slots. The guide will tell you which slots the first two sticks should go into. I don't think that is arbitrary and you can just put then in any two slots that are the same color.

Okay after swapping the sticks again it starts up flawlessly shut down and turned on again another three times no clicking instant boot thanks man!
 


Ok. Maybe the ram wasn't seated properly and when you redid it, it was seated properly.
