Am I SOL?

So the other day there was a very bad storm and I didn't think anything of it. Of course the power went out and my computer is always on sleep mode because I hate turning it off. Well the next day I tried turning it on and it came up to the windows resume loader which has the two options to start normally or delete files and go to system reboot. Well the bad news is that my usb keyboard doesn't work at all and I can't pick either option as the mouse doesn't function here either. However I can still access the bios with the delete key. if I go to the bios my mouse works there but my keyboard stops functioning. I go to the USB settings but there is no option for a keyboard just usb devices in general and it shows here that it only recognizes one usb mouse. I can't do safe mode because when I do F8 it goes to another menu that doesn't let me use a mouse or keyboard. I live about 1000 miles away from home and my windows 7 copy is there so I have no disk. The computer also has no PS/2 slot for me to use. I believe the computer has a built in windows 7 restore in it but even if I wanted to I can't get to it. I'm just confused because I feel like my computer is just a giant brick at the moment.

Ports works in pairs, that is why i suggested for you to change them. Maybe that pair you use now could not provide (anymore) the current needed for both devices. And devices are ok since you already test them on other computer.

In bios make sure you have enabled legacy usb devices.
You said in bios keyboard works: then you should be able to press Space before windows starts (it has a buffer and will pass the command).

Right... Since both mouse and keyboard works - independently... the usb ports are little fryed (most likely)... just change the ports and in windows wait about 1 min so it could see and install the peripherials in new ports.

The ports still work because the mouse works in all of the ports and it recognizes the mouse just not the USB keyboard. I tried using the keyboard in another computer and it worked just fine. My question is how do I just get the keyboard working so I can actually get passed the windows resume loader.

It works to get to the bios like the del and F8 keys then it stops working. Legacy USB is enabled. Wish I knew why that power outage drop kicked my computer so hard.
