X-Fire 7970's running in different bus speeds

About a week ago I installed a second 7970 with no problems with the latest beta drivers, 13.10. I can run games like Tomb Raider with FPS well above 30. I did notice that the fans on my GPU's were running fast, so I checked GPU-z. Upon doing so, I discovered one card, the one my monitor is connected, was running in standard PCI-E x16 @x16 1.1, and my second was running in PCI-E x16 @x4 2.0. Is that normal or is there something going on I need to look into?

AMD didn't release their 13.10 beta drivers until 2 or 3 days ago, and it fixed that issue of the second card running way too hard at 1.1 using 13.8.

Use the AMD uninstall utility, and then re install the new 13.10 beta drivers and it should fix that.

It did for a little bit, but then the fans kicked back in. I also happened to look up the specs on my motherboard and the second card is actually plugged in to PCI-E x16 @x4 slot. That was a mistake on my part when I bought the motherboard, I never thought I'd using a X-Fire setup. Could my main card be taking up the slack as a result of the lack of performance from the second card?
