Questions from computer building beginner

I am wanting to build a gaming computer that will be used for guildwars 2 and infinite crisis when it is released. I have a budget of 1500 or so. That is not a hard budget though. Ok so onto my questions.
1) what kind of performance can a build of that budget give? I am tired of playing on the lowest settings at 18 fps and really am hoping to be able to play on high settings.

2) would using dual monitors effect the performance, and if so how badly?

3) would it be possible to split the hard drive to run windows and osx? My wife is a Mac fan and so if I could have it run both that would be amazing.

4) since I have never built a computer before how hard is it? I would hate to buy all the parts and not be able to build it myself.

I am sorry if any of these questions seem stupid to any of you. I am very new at this and tired of gaming on a laptop. Also I apologize for any formatting issues as I am doing this on my phone.

1. Maxed performance 50+fps on most games beside graphics intensive like Far Cry 3 @ 1080p.

2. 2 Monitors is quite odd because you would have the middle screen being blocked by the bezels. I would recommend 1 or 3.

3. Yes, you can run dual boot.

4. It is easy, everyone gets the paranoia that they would mess up or can't build. After the fininshed on plugged in everything, they would feels like, "Hey, that is so easy!"

Thank you so much for the rapid response. I will give it a try to build my own now. I do have to agree now that i think about it it makes way more sense to use 3 screens instead of 2.
