How can I solve this POST problem?

So I have been having this problem since June. When I turn on my computer my fans and my HFS start working but no beeps or video signal is seen/heard. My mobo turns a green light when the PSU is connected signaling a "STAND BY". My specs are as following:
MOBO: Asus P8B75-M LX
CPU: Intel Core i5-3570K(LGA1155)
HSF: Intel Watercooler
RAM: 2 x PNY DDR3 4GB
PSU: Blackstone RX-700AC ATX Power Supply

I have tried everything from putting in only one RAM stick at a time, to breadboarding, and nothing works. I have checked for the 8-pin 24-pin so that they are placed correctly. I have checked for the POST checklist and nothing works. Can someone help or give some advice?

The PNY is not listed in the MOBO QVL but still no DRAM LED is turned on. Also, I have switched the jumper to clear RAM, and pushing the MemOK button but nothing works.
 
Loose bios chip in the socket.
Just give it a push down with your small finger on the center of the bios chip.
If you here a click, then power the system up and see if it posts.

Sometimes they work there way out with heat and flexing of the Mobo.
check the bios reset pins of the board are not bridged to clear., if they are the system will not post.

If not I would test to see if the PSU is the cause since everything is linked to it.
It may of developed a fault.

Yes did not left it jumped I followed the instructions in my MOBO manual.

I already checked, it is in place, still not working. I dont think its the PSU since its connected to the fans, HDD, HSF, and GPU and they are all working. The video output that I am using is the HDMI in the MOBO.

I dont think the power supply is the problem sadly. It has all required connectors and its inner fan turns on as well, so I thinks its working correctly.

So if the CPU is bad the MOBO will tell? If no Beep is heard then the MOBO is the problem?
