i need help with vga

I have a laptop and im trying to hook it up to my tv. when I hooked it up my laptop the tv displayed the startup logo but when it goes to login the tv has a black screen

I know you mention VGA but I still have to ask are you connecting the tv though HDMI? If so then its because when windows starts up it runs in VGA mode which won't turn on any other connectors until it boots into the login screen.

Basically when the TV turns on and is black, wait a few seconds to ensure that it will accept passwords, then login and it should show images though the tv.
