GTX 780 SLI low performance

I recently bought all the components for a computer to build myself. The entire thing was quite pricey, and I was hoping it would perform beyond all of my hopes.

As this thread topic starts off with, it obviously doesn't.

I've run games like League of Legends at max settings, and it gives about 60 fps no matter what (even on benchmark mode). My two-year-old non-gaming laptop could do nearly the same thing.
TERA online gives me between 30-70 fps throughout the game at max settings, yet I've seen videos of people running it way better with just one card.
Don't even get me started on Rome II: Total War. That game was probably the breaking point.

I know this fps may be playable, but for what I got/spent I swear it's underperforming horribly.

Any suggestions from anyone?

GPU: MSI GTX 780 x 2
CPU: Intel Core i7-3770 Ivy Bridge 3.4 GHZ
MB: AsRock Z77 Extreme4 (Yes, I know I didn't get the OC CPU)
RAM: G. Skill Ripjaw X Series 8GB 1333Mhz
PSU: NZXT HALE90 V2 1200w
SSD: Samsung 128GB SATA3
HDD: Seagate Barracuda 1TB
Case: Cooler Master HAF 932
OS: Windows 7 Pro 64-bit



Any quick responses would be appreciated. The RMA period is running out after all. :C If that is, after all, the problem.




EDIT: Another update: Just ran TERA again, max settings. Did so in windowed mode to check CPU and GPU usage.

Max GPU usage went up, for both GPUs, to about 45-50%, while CPU usage was at about 33-38% the whole time.
Average FPS in windowed: 54-67

Just did a Unigine Heaven Benchmark, DX11. Ultra quality with 2x AA, 1920x1080, Extreme Tessellation.
Score of 2991.
Min FPS: 28.5
Max FPS: 243.7

GPU max usage was around 94-95% for both GPUs, while CPU usage was around 33-40%

Still curious if these are average results or if the games I've been playing are just not agreeing with my GPUs.

EDIT: Once again, another update:

Just ran Splinter Cell Blacklist. At the first part I averaged around 100-110 FPS, max settings, FXAA, 1920x1080.
Does that sound like GTX 780 SLI quality?
 
CPU bottleneck, you may have all the GPU power in the world, but its of no benefit in games like the ones you are playing that don't use any GPU power. If you had an overclocked processor you wouldn't have this.

Simple way to test this is to turn down graphical quality, reduce/increase resolution (Google 'Nvidia downscaling tutorial), add/remove AA, if the framerate remains the same, you've got a CPU limitation.

I turned off the vsync; this resolved the League of Legends problem (I get the 200-400-ish fps I thought I should get), but it didn't do much for the other games.

Clearly its Vsync. you should also change your video settings in lol. Uncheck the Vsync box if checked and set fps to Benchmark then you should see 200+ fps.

Other games also have Vsync in the video settings.

I logged into TERA and turned down almost all the settings besides View Distances and Units on Screen (determines how many people/npcs can be on screen at once). The FPS did go up, actually, by probably a 15-20 FPS average, though 80 fps is still way too low for 2 GTX 780s vs TERA online.
Additionally, the FPS kept dropping to the 30s and 40s anyway. 80-90 was just the max.

The oddest thing also happened while testing it a few times just now - My PC crashed! For the first time since I've built it (which, by the way, it's only about a week and a half old...)

also note that both gamedevs and the gpu maker have a hand in how effective multicard setups are. not all games can utilize multi setups well. It generally takes a AAA development team in order to optimize graphics performance. and even then, they do do it well all the time(e.g gpu issues under Ubisoft with FC3 and AC3 that still persist). because of it, its generally better to go single card setups and dual for very graphic intensive games. If your fps is higher than your refreshrate, there are only a few occasions where that would be beneficial.

Well, I hope that is indeed the case.

I'm downloading Splinter Cell Blacklist at the moment (came free with GPUs), so hopefully it's just the games I was playing and not my rig.
How well would 2 GTX 780s run Splinter Cell, if I may ask? Just so I can know what to expect.

It'll be on a 1920x1080 resolution, for further reference.
