GPU Fan Goes 100%, No Display On Monitor [HDMI] At Boot. (Onboard Works [HDMI])

I need help desperately. My computer was working perfectly for a week or two, and it's a brand new build. The components are:

Asus Z87-PRO Motherboard LGA 1150
eVGA GeForce GTX780 SC 3GB
Intel Core i5 4670K 3.4GHz 6MB w/FAN
Cooler Master Silent Pro M II 850W PSU

As soon as I turn the computer on, the fans instantly go insane while I get no connection via HDMI from the GPU. If I put the HDMI in the motherboard, I can see the computer is working fine. What exactly is the issue here? If i start up the computer after a waiting a while, it will start up like normal. By the time I get to log on to Windows 7, the monitor will go black, and the fan sounds like it's going at 100%.

Any ideas? I've seen other posts similar to this, but nothing helpful yet.
 
Solution
Try using the clear CMOS button on the motherboard, assuming it has it.

But if it works fine without the card, then its probably the card either dead or the PSU has gone bad and isn't giving it power.

If it were a PSU issue, wouldn't the computer not even function while the HDMI was connected to the motherboard? Is there anything else I can do? Or should I be calling the place that built it for me as it's most likely an issue with a faulty part?

Judging by the specs I've said, do you see any incompatibility issues? (ie/ the power supply not being suffice for the GPU) or do you think it's just faulty equipment?
