oc in windows error

does anyone know why/ how to solve the issue of the oc sticking in windows. i oc in bios, shows in post, and sticks when i boot into safe mode, but when i boot normal windows, the oc is gone. ive verified this using cpuz, coretemp, t-utility oc3 nividia system monitor and rightclick-comp props.

comp-
cpu-amd athlon 64x2 black 5000+
mb-biostar tf8200+
os hdd-ocz vertex2
ram-6gb
windows7 x64

Alot of times what happens is even when you uninstall that software it still has an effect on the boot settings, this same thing happened to me and first try a registry repair and if that doesnt work, you might have to do what i did which is do a fresh install of windows and reset the CMOS on the motherboard.

are you using any overclocking software to overclock the CPU? or have you ever used a software to overclock the CPU in general?

yes i used t-utility oc3 (biostarsoc utility) to find a stable oc. set it not to apply at startup, and uninstalled the prog, then went into the bios and changed it there. neither changing the frequency or the mutiplier shows when windows boots in normal, both show when i boot safe mode.
