1600/CL9 is basically entry level DRAM, believe over 75%of all 1600 DRAM is 1.5 volt or less (which adhere's to original JEDEC standards, if basic entry level 1600/9 sticks require 1.65 it can be indicative of weak ICs (memory chips), which often means no OC overhead in the sticks (as OCing DRAM often calls for a voltage increase....also generally you only see 1.65 up with the higher freq more performance oriented sticks at 2133 and above. The newer Intel CPUs specifically call for 1600 at 1.5 for stock settings....I myself like to keep the MC (memory controller voltage within about 0.6 of the DRAM voltage and running at stock it generally put the two about 0.7 - 0.75 apart

Depends on the sticks, you just mention brand, many of the Hyper XI wouldn't touch, they have many at 1600 that take a voltage of 1.6 - 1.65 which is ridiculous for 1600, if that's what you are looking for - at 1600 and 1866 sticks look for 1.5 sets (the far majority of all 1600 sticks) - some of the Vengeance are the same - would need to know particular model you are looking at.

XMP stands for eXtreme Memory Profile, a standard developed by Intel, the sticks contain information in them that is passed to the BIOS for implementation that allows the DRAM to be optimally configured by the BIOS so the User doesn't have to do it manually
